Together, the Ministry of Environment will strengthen water quality monitoring in the Yangtze River Economic Belt. By the end of July, the responsibility system of 943 national organizations and relevant personnel in the Yangtze River Economic Belt will be completed, and the disposition of illegal acts in environmental monitoring will be strengthened. Deepening measures were introduced everywhere
Recently, the Beijing Municipal Implementation Plan for the Quality of Environmental Monitoring Data in the Process of Deepening the Innovation of Environmental Monitoring issued by Beijing clearly pointed out that the implementation of intervention to leave traces and records can expose and interview the government officials of districts and cities with outstanding environmental protection problems; We will severely punish enterprises, organizations and individuals for cheating on environmental monitoring data, incorporate them into the information disclosure and publicity system, and end up with an illegal and limited punishment.
The above implementation plan clearly requires to strengthen the leadership responsibility. District and municipal environmental protection departments with outstanding fraud problems can expose and interview their government officials, and instruct the district government to investigate and rectify. The district and municipal environmental protection departments interviewed by the Ministry of Ecology and Environment, according to the problem clues handed over by the Ministry of Ecology and Environment, put forward disposal suggestions to the relevant responsible persons together with the relevant units in accordance with relevant regulations. "Zero tolerance" for counterfeiters
In fact, since ecological civilization was written into the Constitution, it can be seen that environmental protection has undergone a historic transformation. In the process of environmental protection processing, monitoring data is the "life" of environmental protection quality. However, due to the high pressure of environmental protection audit on very few local functions, they have "misgivings" about monitoring data.
There are data flashes. In 2015 alone, 2658 pollution source automatic monitoring equipment were found to have problems such as abnormal operation and cheating, and 78 cases were filed in 17 provinces, autonomous regions and cities.
Environmental protection monitoring data is falsified. Some authoritative media once wrote that the falsification of monitoring data "wearing masks" has different versions in many places. Some will use sample tubes to pierce mineral water bottles, and some will leave a "back door" on monitoring software. In the past, most counterfeiters were enterprises. The reason why Xi'an's environmental data fraud in 2016 was so shocking was that some environmental protection inspectors, who should have been checking the authenticity of the data, turned out to be "insiders". This not only makes people suspect some local environmental treatment decisions, but also damages the credibility of the environmental protection sector.
In March 2018, the Ministry of Environment reported at the regular press conference that recently, it was found that 9 automatic monitoring stations (state-controlled stations) of the national ambient air quality detection network in 7 places were disturbed by spraying, and the relevant responsible persons have been seriously punished.
Liu Zhiquan once focused on a press conference. With regard to the bluffing of environmental monitoring data, whether it is bluffing or disturbing the sampling environment, we are in a zero tolerance mood. If we find one, we will investigate it, and we will report it. We will seriously deal with cases of artificial harassment and other fraud, and continue to maintain a high pressure deterrent posture.
Add environmental monitoring authority
Jiang Wenlai pointed out that compared with the Measures for Environmental Monitoring and Treatment (hereinafter referred to as the Measures) implemented on September 1, 2007, the ecological environment monitoring rules being prepared this time are more authoritative. First of all, different levels, the former is the method, now is the rule. Zui is finally issued and implemented by the State Council, and its effectiveness is higher than that of the measures issued by the ecological environment protection department; Secondly, the new law lays more emphasis on the specification of the responsibility system. The environmental monitoring Zui should finally implement the responsibility, and be responsible to ensure quality. It is more focused on the specification of the responsibility system than before, which is conducive to the accountability; Zui finally strengthened the disposal of environmental monitoring violations, and made the disposal of environmental monitoring violations more detailed and severe. This is aimed at the environmental monitoring fraud and other violations in some regions of China, and increased the reward and punishment, so that they do not want to, dare not and cannot break the law, and added the authority of environmental monitoring.
"It is necessary for the ecological environment monitoring rules to come out in time, which provides a clear basis for monitoring and handling for the local government." Zeng Haiwei said that at that time, the center and the local monitoring network were different, and the ecological monitoring network system should be established as a whole and organically integrated, so as to give full play to the monitoring role of Zui. In addition, the established ecological environment monitoring network is handled by an independent organization. This part should be independent of all parts and not tied by the local government. The State Council should directly assume the role. It should change the traditional system drawbacks, separate the executive power and supervision power, and ensure the fairness and authority of the ecological environment quality monitoring system.
In fact, in recent years, with the concept of "green water and green mountains are golden mountains and silver mountains" becoming widely known, the VOCs online monitoring system "Method" has long been used to environmental treatment. In this regard, in May 2017, the 35th meeting of the Center's Leading Group for Comprehensive Deepening of Innovation deliberated and adopted the Opinions on the Quality of Environmental Monitoring Data before Deepening Environmental Monitoring Innovation. This environmental monitoring innovation is aimed at the authenticity of environmental monitoring data.
In Jiang Wenlai's opinion, when making "Beautiful China", the country takes green development as a new "source" of development. As a result, the local government officials can no longer treat environmental protection with the old eyes.
"The forthcoming ecological environment monitoring rules will play a positive role in promoting environmental protection. As the rules have detailed specifications to ensure the authenticity of monitoring data, and adopt detailed methods to ensure, the authenticity and accuracy of data have been improved." Jiang Wenlai indicated that the law clearly indicated that it was necessary to improve the awareness of ecological environmental responsibility because of responsible norms, otherwise it would be illegal. The responsibility for ecological environment monitoring has been strengthened, which is conducive to the protection of the ecological environment.
