In December 2017, the Ministry of Ecology and Environment arranged a special inspection on the operation and maintenance quality of 51 local ambient air quality active monitoring stations in 27 cities above prefecture level in 10 provinces (districts and cities). It was found that some provinces and cities did not pay enough attention to the operation and maintenance of local stations, the supervision was not in place, and the operation and maintenance quality of some local stations was not high.
In view of the above problems, it is required that all localities should fully understand the importance of strengthening the quality management of local sites. Strengthen the supervision and management of the operation and maintenance of local stations, actively monitor the standard ambient air, and ensure the objective, accurate, reliable monitoring data.
In order to avoid disturbing the monitoring data, local environmental protection departments at all levels should establish and improve the responsibility system and operation mechanism for preventing and punishing man-made interference in environmental monitoring, and improve the management methods of stations in administrative regions. Make warning signs at each station as required, and prohibit non operation and maintenance personnel from entering the active monitoring station building or sampling platform within 20 meters; The equipment and facilities that affect and disturb the normal operation of active monitoring of urban air quality shall be resolutely removed.
According to the need to strengthen the accuracy of monitoring data, local environmental protection departments at all levels should request the operation and maintenance department to check and maintain the instruments and equipment regularly according to the standard, and establish a fault repair system. Regularly arrange to carry out the traceability and transmission of measurement values, technical comparison, quality control check and other operations of the stations in the administrative region, make quality control records according to the rules, and establish the original records and electronic records.
It is clear that the provincial environmental protection departments should strengthen the supervision and inspection of local site operation and maintenance operations, and rectify the existing problems in a timely manner.
