The Ministry of Environmental Protection recently reported that PetroChina Dalian Petrochemical Company had been fined 2.9 million yuan per day by Dalian Environmental Protection Bureau of Liaoning Province this year for its excessive pollutant discharge, which was repeatedly punished but still not corrected. The enterprise is located in the urban area of Dalian. Due to the excessive discharge of pollutants, the surrounding residents are strongly dissatisfied. According to the new environmental protection law and the new atmospheric law, the Dalian Environmental Supervision Detachment has imposed administrative penalties on the environmental violations of the polluting enterprise since May 5, 2015, and launched the daily penalty system. Up to now, the enterprise has been fined 19.42 million yuan accumulatively, and the enterprise has paid 10.62 million yuan. The rest of the ultra-low emission dust meter is fulfilling the payment procedure and promises to pay on time.
Repeated environmental protection inspections found that the flue gas emission continuously exceeded the standard.
According to the information released by the Dalian Environmental Monitoring Detachment, on January 1 this year, the company's net flue gas emissions of sulfur dioxide and nitrogen oxides at the outlet of the ultra-low CEMS system continuously exceeded the standard, of which the average export concentrations of sulfur dioxide and nitrogen oxides were 311.71 mg/m3 and 674.1 mg/m3, respectively. Dalian environmental protection department demanded to stop environmental violations immediately and impose a fine of 100,000 yuan.
On February 1 of this year, Dalian Environmental Protection Law Enforcement Department conducted another on-site review. The hourly average daily report of continuous monitoring of flue gas emissions issued by Dalian Environmental Monitoring Center shows that the company's emissions still exceed the standard. The punishment results are as follows: from January 2 to January 29 this year, a continuous daily penalty of 2.8 million yuan will be imposed. Later, Dalian Environmental Supervision Detachment rechecked the company again. The monitoring results showed that on February 28, sulfur dioxide and nitrogen oxides at the four grate outlets of the power plant exceeded the standard for 24 hours.
The boiler was not shut down on schedule, and the flue gas desulfurization and denitrification project was accelerated
PetroChina Dalian Petrochemical Company is a large-scale refining and chemical enterprise with a crude oil processing capacity of 20.5 million tons/year, which is a key national monitoring enterprise and a key monitoring enterprise directly under the management of Dalian Environmental Protection Bureau. There are 6 boilers in the joint workshop of the company using oil and gas mixed combustion, i.e. residual oil and gas pipe network combustible gas as fuel. In 2009, PetroChina Dalian Branch signed the Agreement on Shutdown of Small Thermal Power Units with Huaneng Dalian Power Plant, Dalian Municipal Government, Liaoning Provincial Development and Reform Commission and Liaoning Electric Power Company, which specifies that Huaneng No.2 Thermal Power Plant should complete the steam supply to PetroChina Dalian Branch by the end of May 2014, and shut down the joint workshop boiler of PetroChina Dalian Branch. Due to the serious delay in the construction of Huaneng No. 2 Thermal Power Plant, the boilers in the thermal power combined workshop of PetroChina Dalian Branch could not be shut down on schedule. Although the enterprise has adopted the introduction of external LNG clean energy, low nitrogen combustion transformation pilot and other work, it has been unable to meet the requirements of the new emission standard for old thermal power plants implemented on July 1, 2014.
Dalian Environmental Protection Bureau has taken such measures as leader interview and daily punishment to urge it to speed up the treatment. At present, Dalian Petrochemical Company is promoting the implementation of the flue gas desulfurization and denitrification project of the thermal power plant according to the rectification plan, with a total investment of 300 million yuan. The whole transformation is implemented in two phases. The desulfurization and denitration transformation of No. 5 and No. 6 boilers in the first phase project will be put into operation at the end of October this year to achieve up to standard emissions. At present, the on-site civil construction of VOCs online monitoring system is in progress, and the company is fully organizing and promoting. The second phase project has started the preparation of feasibility study report, and will complete the denitration transformation by the end of this year, and the desulfurization facility transformation by the end of June 2017.
